【Dynamic】Hong Kong Institute of Certified Public Accountants Visits China Association of Tax Agents to Foster Tax Cooperation

On 3 July 2025, Ms. Shirley Shek, President of the Hong Kong Institute of Certified Public Accountants (HKICPA), led a 20-member delegation to visit the China Association of Tax Agents (CATA). Mr. Li Xuhong, Deputy Director-General of the Administrative & Finance Department of the Liaison Office of the Central People’s Government in the Hong Kong SAR, joined the visit.
CATA Vice-President and Secretary-General Mr. Zheng Jiangping, Vice-President Mr. Xie Bin, and Deputy Secretary-General Mr. Wang Manping warmly welcomed the delegation. Heads of CATA’s General Office, Business Development Department, and Membership Services Department, together with invited member representatives including Mr. He Yuanquan, Chairman of ChungRui Tax Group, and Ms. Guo Dandan, Managing Partner of ChungRui, also attended the meeting.
Mr. Zheng Jiangping briefed the guests on CATA’s recent key initiatives. Ms. Shirley Shek expressed gratitude for the warm reception and outlined the HKICPA’s recent activities. She further invited CATA members to an online seminar on 16 July.
In his remarks, Mr. Li Xuhong noted that CATA and the HKICPA have broad scope for collaboration across multiple areas and can learn from each other to achieve common progress. He emphasized that the Liaison Office will continue to act as a bridge, facilitating, connecting, and safeguarding exchanges between Hong Kong and the mainland.
The meeting was chaired by Mr. Xie Bin, who welcomed the HKICPA delegation and reaffirmed CATA’s desire to maintain a long-standing friendship and close cooperation with the Institute.
During the discussion session, Mr. He Yuanquan, Chairman of ChungRui Tax Group, and Ms. He Zhilei, Tax Partner of ShineWing Tax Services, together with HKICPA representatives, held in-depth exchanges on the latest developments in cross-border practice, the Belt and Road Initiative, and deeper tax cooperation in the Greater Bay Area.
Both sides agreed to strengthen information sharing, deepen mutual learning and practical collaboration, and focus on international development to promote closer cooperation among their members. Together, they will contribute to the prosperity of the tax professions in both jurisdictions.
This visit not only enhanced the friendship between the HKICPA and CATA but also laid a solid foundation for further cooperation between the tax professions of the two regions.
