Release time:2026-09-02 Hits:14

On August 25, 2026, the 34th "Rongshang Forum: Policy Briefing and Q&A" was successfully held in Chengdu, hosted by the Chengdu Federation of Industry and Commerce and the Chengdu Private Economy Development Promotion Center, and organized by the Chengdu Dongying Chamber of Commerce, the Chengdu Liquor Circulation Chamber of Commerce, and Chungrui Sichuan Office. The lecture focused on "In-Depth Interpretation and Practical Implementation of New Baijiu Consumption Tax Collection Rules." Yunping Liu, a senior tax and financial expert, was invited as the keynote speaker. Over 80 representatives from baijiu production enterprises, original liquor companies, brand operators, and liquor trading enterprises attended.

Liu systematically explained the evolution of tax policies affecting the baijiu industry, the 2026 tax regulations, collection changes, and industry trends, combining policy documents with industry case studies. The presentation covered three core areas. First, policy reform interpretation: Liu analyzed the significant adjustments to consumption tax collection under State Taxation Administration Announcement No. 9 of 2026. While maintaining the existing ad valorem 20% and specific 0.5 yuan/500ml composite tax structure, the new rules introduced two specialized supplementary forms—the Baijiu Consumption Tax Calculation Detail Sheet and the Baijiu Production Enterprise Related Sales Unit Information Report—and established the "60% higher-of principle" for tax calculation, closing loopholes for related-party low-price transfer pricing. Liu also clarified the supporting rules for the formally implemented Value-Added Tax Law, defining the boundaries for input tax deductions on liquor purchases and relevant preferential policies.

Second, differentiated impact analysis across the entire industry chain, examining effects on high-end premium brands, mid-range enterprises, small regional producers, distributor channels, and consumers. Third, medium-to-long-term industry trend projections and practical compliance recommendations. The lecture helped attending liquor enterprises clarify filing requirements and identify tax risks. The policy aims to strengthen industry collection standards rather than simply increase tax burdens, representing an important step toward standardized industry development. Under increasingly stringent penetrative supervision, compliance capability will become the core competitive advantage for liquor enterprises.
